Do you need to have your passport to buy an international ticket?

My friend wants to buy a ticket but is waiting for his passport to come in because he was told that you need to have it to buy a ticket (US-Germany).  Is this true?

(S)he does not need the pasport to buy a ticket as long as (s)he’s sure to get the passport in time for departure. When you buy an international ticket you provide the exact same data as for a domestic one, that is your name and billing info.

When I bought my ticket recently (from eurofly) they had a place to type in your passport number, but it was NOT required… so I didn’t fill it in, and bought the ticket without trouble.
btw,  I just renewed my passport, and the turnaround time was speedy(only about 2-3 weeks, even for “regular processing time”.
