I will be travelling across europe on the 26 june with a friend of mine who is a Canadian citizen so visa would not be a problem for him.
but i am only a permenant resident and a citizen of Russia , so i was wondering how long does it take for a visa to be issued and do i even need one in the first place?
also i wanted to ask about Ukraine, are Russian citizens obliged to have a visa to get into Ukr?

I’m afraid you waited too long to ask this question. As a Russian citizen you need a visa to enter almost any European country. As a US permanent resident you could have easily gotten any visa you want. But you can’t expect to get any in 3 business days.
isn’t there an extra fee i can pay to process it faster? and would going to the embassy in ottawa make it faster?
im in montreal currently.

You can try. Where to apply depends on your official status in Canada. If you are studying in Montreal (and there is an Austrian consulate there) you should apply in Montreal. If you are simply visiting, they may well tell you to go
back to USto the consulate of your state/province of residence to apply.AFAIK there is no way to expedite visa processing for a fee. Technically there is a chance to get Schengen visa the same or the following day. But when asked “how long will that take” consular workers are likely to err on the side of caution. They have to get clearance from Schengen database, and that’s one part of the process they have no control over.
Your best bet is to figure out where exactly you have to apply and be at that consulate first thing Monday morning. Make sure you have all the documents listed on the website, filled application forms and all that stuff. Be VERY polite, plead ignorance and ask to get a visa processed as fast as they can. Let them know you don’t mind calling or coming back every day just to check.
Austrian visa gets you into every Schengen member country: most of Western Europe, except for UK, Ireland and Switzerland, as well as whole bunch of Eastern European states.
