Spain or South of France?

I am going to be vacationing in Biarritz this summer (end of July) for abour 4-5 days. After that I would like to go somewhere else for around 4-5 days. Originally I was looking into Bareclona and Madrid but someone told me the south of France is beautiful/interesting as well. I am definitely traveling on a small budget. This would be my first time in all of these places so I dont really know where I should go.
Any suggestions?

Spain is generally cheaper than the south of France. The biiger question is why are you vacationing in Biarritz?

I am moving to Paris this summer and I am meeting some friends in Biarritz who are renting a home down there. I have never been to Biarritz so I wanted to take the opportunity when I have free accomadtion
I just wanted to extend the vacation a bit and see stuff around there, (especially being so close to Spain).
Here is my favorite place. The Costa Brava Spain the place is so nice yet you can enjoy roaming around that really in your budget.
What is billed as the Vermillion Coast is a relaxed and beautiful area.
There is a Spanish (Catalan) flavor, yet it is still very much France, maybe a bit cheaper and laid back than the Côte d’Azur.
Collioure is an old fortress town with a lot of charm and a nice small beach.

This sunlit coastal spot, still rather artsy, was a center for the Fauvist art movement, and supposedly Matisse said “No sky in all France is more blue than that of Collioure.”

Now that it is closer to, I think I will be heading to San Sebastian and Bilbao. Any suggestions for these places?
Great choices, especially San Sebastian (Bilbao was just a big museum to me haha!) I would try to get to Santander over Bilbao.
