I couldn’t find anything on Zagreb-Tivat, only the one you found. You might check Europebyair.com which have Croatia Air passes for $99+ tax one way, and the usual sources (BookingBuddy, Cfares, Kayak, etc.).

Actually, I see it $108 total from Travelocity and Expedia, so that might be cheaper than the $99 flight pass + tax, but the flight pass might give you more flexibility.

I don’t see any flight pass options to Montenegro on Europebyair.

Looks like we have some winners, then — Expedia and/or Travelocity.
