Assistance for Paris please.

I’m going to be in Paris 2/21-2/26 and I have a couple questions.
1. Yes I know the weather is going to suck but will it be rain or snow?
2. What is the best district/area to stay in? I’m looking at the 5th (Latin Quarter) but I want something that has a good mix of the following
– good location
– reasonably safe to be out late (as I will be walking a lot at night and I’ll be traveling alone)
– decent nightlife (not to big on the club thing but otherwise)
– good access to transit
3. Also any recommended hotels (budget to mid-range hotels)

I was in France last February (almost the same dates) and it was cold but really not that bad—just a bit of rain at one point.

A lot of people like the Latin Quarter for its atmosphere, some prefer the Marais.
A couple years ago we stayed in the 7th Arrondissement. It worked for us.
There were lots of cafes and restaurants. Certainly it was safe.

I stayed in Hotel Marignan (not sure on spelling, but google it and find their website). After a little trouble with a clogged sink (quickly attended to) this place was OK. It is about a block from the Cluny Metro stop and the owner is very helpful and speaks English fairly well. I’m sure there are better places, but this place served me nicely for a four night stay.
