I have added a new background scheduler that does not rely on cron, so hopefully it will work better. The one hitch with this is that the site may be a little slower than normal while the scheduler catches up with all the emails and tasks that were neglected by the old system.

Because of this, I apologize for the excess of emails you all just got.
