"In a lot of Eastern European countries, in particular Poland and Hungary, it is extremely important when riding the trams and buses to buy two tickets . One for yourself and one for your backpack. If you are caught without two tickets, fines can be as steep as US$50-60. There are no signs posted and they never tell you this when buying tickets. "

I read this on the Lonely Planet website – a post by some user.
Is this true?
