New Policy for New Forum Topics

Because of all of the new spam that has been appearing as new forum topics, I have updated user permissions:
New Users may not post new forum topics.
Once a user has posted a reply to a forum topic and a moderator has approved it, the user will now be able to post a new forum topic.
A new topic, “Introduce Yourself” has been created in the Pub so that new users can get vetted by moderators.
Hopefully this will solve our new influx of spam. Thanks for all your help, mods!

The site is SO MUCH FASTER now. There have been days when I could not even get on, it would not even load. That problem seems solved.
We are getting there — little by little. I firmly believe we will really be able to start a major update soon.
