RyanAir: Weight restrictions?

The small print in RyanAir’s ticket info states:

quote: Checked baggage allowance is 15kg per person (no infant allowance). Passengers may not use the unused allowances of others. Any excess over 15kg is chargeable at an excess fee of »4/€6 per kilo (or local currency equivalent). Only one small piece of hand baggage (e.g. handbag or briefcase) weighing not more than 7kg and being less than 50cm x 35cm x 23 cm (20 × 14 × 9ins) in dimensions is allowed in the cabin.
I can understand the size restrictions, but what is the point of the weight restriction? Is it simply to prey on those who don’t read the fine print? If it is due to weight restrictions on the plane itself, why didn’t they ask for my weight? And, most importantly, if I load up my jacket and pockets with some of my heavier items (batteries, camera, a book, etc.) will it not be counted as apart of my carry-on luggage?
