Visa/plane ticket

I’m going for a visa at the Netherlands consulate. This is what’s on the page:
"When you bring a confirmed itinerary / airline reservation at the time of your visa application, the actual airline ticket has be shown if your visa has been approved.
Important: if you are not sure that your visa will be approved, do not buy an airline ticket yet, bring a confirmed airline reservation which can be cancelled."
I think there’s a typo and they mean that "the actual airline ticket has to be shown if your visa has been approved".
Now, there’s no way for me to make a reservation and get a refund if I cancel is there? Does anyone know if there’s another option? I have the hotel booked and I just need to get a ticket but I don’t want them to refuse a visa and leave me stuck with a $700 or more ticket!

Only U.S. citizens don’t need a short stay visa. I am not, I just live there. I know I need a visa because I had to get one to go to France a couple of years ago but I was a student then and my uni provided everything. I’ll be staying in Amsterdam for 3 days tops: April 28th to May 1st. I think they’ll give me the visa but I just don’t like to gamble anything.
Use a travel agent. They can book you a flight that you can show for a visa, then you can cancel the ticket from the travel agent after you get the visa, and then get a cheap ticket through the internet.
Travel agents usually are able to cancel tickets, without any fees, just find an agent and ask.
