what is this sncf pass?

Found this on the sncf website Makes no sense to me? Can anyone explain?:
If you are a:
pupil aged under 21,
student aged under 26,
apprentice aged under 23.
SNCF can offer you a choice of two types of rail pass for travel between the station nearest your home and that serving your place of work:
Travel on non-TGV rail services
This rail pass, which comprises a holder’s ID and coupon, entitles you to unrestricted travel on the route of your choice over one month or one week.
Travel on TGV rail services
This monthly rail pass entitles you to make nine single trips (outward or return journeys). You will also have to pay a reservation fee of 3.05 €(1) for your seat.
After you have made nine single trips, you will be entitled to a 50% reduction** for travel on TGV services or other non-TGV mainline rail services.
To purchase any of these passes, you will have to complete a form, provide two passport photos, and present proof of your school or university inscription or your apprentice’s contract.
* Rail pass valid exclusively for travel between SNCF train stations.
- Fare reduction applies to the full-rate second-class fare and is applied to the basic fare (excluding supplements) for travel on non-TGV mainline rail services.
